Ricky K. Sloan, age 80, died unexpectedly at his home on Saturday, August 26, 2023.
Rick was born on June 16, 1943, in Fairmont, MN; son of the late Robert and Gladys (Truwe) Sloan, Sr. He graduated from Fairmont High School and enlisted in the U.S. Navy where he spent 4 years active duty on the USS Lamar. After retiring from active duty he spent an additional two years as a reservist on the Great Lakes.
He met his soulmate, Margo Lulloff, while stationed in Milwaukee. They were married at SS. Peter & Paul Catholic Church, Kiel on August 11, 1962. After retiring as a reservist, they moved to Margo's hometown, Kiel where he was welcomed by the community. He started his career in Kiel working for his father-in-law Boyce at H. Lulloff and Son Hardware Store. From there he went on to try many different careers, such as meat cutting and working for Walsdorf Roofing.
Eventually, Rick was approached by Chief Warren Findlin of the Kiel Police Department. That started a 29-year career for Rick with the City of Kiel Police Department; 20 years of which he served as Chief of Police. He was an active member of the Wisconsin Chiefs of Police Association, serving as an officer in the organization. Rick was a volunteer firefighter and EMT for the Kiel Fire Department. He was a past president for the Kiel American Legion Post #99 and continued with the American Legion # 124 in New Holstein. After retirement, he worked for many years for Quit Qui Oc Golf Course grounds crew; and also somewhat reluctantly as Santa Claus.
Rick was very active in the city and county, serving with many organizations over the years. He was most proud of his accomplishments as an elected member of the Manitowoc County Board Supervisors. Elected for 7-consecutive terms, he served on the board for 14 years. As chair of the Highway Committee, he worked with the WI Department of Transportation and state representatives to bring many road improvements to the area.
He is survived by his wife of 61 years: Margo; his two children: Kris Sloan (Trish), Austin, TX and Stephanie Sloan (Scot), Galesburg, IL; one grandson: Otto Morris Sloan, Austin, TX; and two sisters and a brother: Delores Clancey, Wausau, Barbara (Dennis) Lindell, Fairmont, MN and Gary (Molly) Sloan, El Sobrante, CA. Rick is further survived by his mother-in-law: Alyce "Butch" Lulloff; three brothers-in-law and two sister-in-law: Joyce Sloan, Antigo, WI, Eric "Rick" (Charlene) Lulloff, Anthony (Janet) Lulloff, Joel (Jennifer) Lulloff and Gwen Ninmer (John Brotz) all of Kiel; numerous special nieces, nephews, other relatives and many special friends.
